That's certainly possible. Illustrator added RGB support recently, so most .AI import filters deal with its CMYK content.
It's easy to use a PostScript-style tool for the types of *shapes* it can make.
If in ILL8, you can also enjoy direct SWF export via the free Macromedia FlashWriter Export Plugin for Adobe Illustrator 8: http://www.macromedia.com/software/flash/download/flashwriter/
Illustrator 9 adds its own SWF export, too.
