How are you using these sounds in Flash? Event, start or streaming? The compression for streaming sounds has to be set in the publish settings, not in the library. How good (quality) are these sounds when imported? Wav files, MP3 files? I usually have the best results with 16 bits PCM 44.1 kHz stereo wav sounds. If you want good quality (listenable/enjoyable) music, 20kHz won't cut it. You should at least use 32kHz (and that's still bad) or higher. For sound effects, 20 kHz might be ok, but don't expect a bird to sound like a bird :-)
