The only way I can think to do this is have the button in an MC. Put the sound on the MC not the button so that it play when you mouse over the MC. Make the MC as a blank and put the button in the first frame and add a stop action to Fame 1, put the sound in the 2nd frame. Add some script to the first frame, on mouse over goto frame 2. If your sound takes 2 secs to play add a keyframe at frame 25 and add goto frame 1.

I think that will work, off the top of my head but I would have to check it by making it myself but that is what I would do to start with. I always try to avoid adding anything to Button frames, I know that it is not always possible but it is worth trying not to use them.
