I am hoping I am interpreting you properly and I am hoping they haven't got rid of the outline tool out of Flash in Version 5.

How I do it is I "break apart the text" then using the outline tool (which sits next to the fill tool on the left) I create the outline, this how I do it in V4, I am going to upgrade to 5 in a couple of weeks and I am hoping it has the same functionality.
