I had a look at the publish templates Flash uses, and AFAIK there's no way to change the templates and have Flash add the /art path for you. Easiest way I know, is to use Dreamweaver, which can insert Flash movies from anywhere within your site. You can even publish from Flash, open up the html page in Dreamweaver, and in the sitemanager move the html page about and DW will update the path to the Flash movie. So you don't have to change any code or even open the html page.

Also note (but you might be aware of it) that seperating HTML and Flash movies is not always a good idea, since most browsers follow relative links used in the flash movie, relative to the browser, while others (IE 4.5 on Mac) follow links relative to the swf. > see http://www.moock.org/webdesign/flash/macie/index.html for more on this.
