If you want the whole this in one exe file you should use Director. You could just make and HTML file with the other files that you want to load into it such as your jpegs and swfs and use an autorun inf file so that when the CD is put into the drive the web page will run automatically. You can get an autorun inf maker from download.com I cannot remember what it is called.
