Another good work around to this problem was mentioned on this list recentley (can't remember who by, sorry!)
Make an 18 x 18 movie and set the background to the colour you want (ie the same as your main movie). Export this file as a gif image (remember to include the full document size). Then make this image the background of your html page. The image will tile giving a colour that should now match your SWF!
