I've had this problem before too. My solution was to add one or two frames to the end of the animated gif so that it had two or three "last frames." I'm not sure what's causing the problem or if there's a programmatic solution. Is there a particular reason you need to use an animated gif? If not, perhaps you could use a bitmapped sequence instead.

You could also try redoing the gif in another program - gif builder, PhotoShop, Fireworks, or whatever else you may have that will output animated gifs. I seem to recall that there are differences in the methods used by various programs to create their gifs, i.e., all gifs are not created equal.
