HTML by itself isn't meant for printing - there's no fixed line length or number of lines on a page in HTML. How it appears and prints depends on what each browser is configured to do.
Any browser's "Save as..." option usually does a pretty good job of making a plain text file that has a layout similar to the general on-screen look of a page, and then you can print that using Notepad or any text editor.
NoteTab/NoteTab Pro <http://www.notetab.com> has some pretty good tools for stripping out HTML tags or modifying them throughout a file, but not for replacing them with their plain-text equivalents, where applicable. You could also script your own preferences within NoteTab.
Just on a whim, you might want to try printing from Lynx. It isn't just for Unix anymore (and never really was, but that's a different story), and since it's designed as a text-mode browser it does a good job of rendering and printing page layouts using only text - once you get your printer configured. <http://lynx.browser.org/> will tell you where to find a port you can use.
