You can't! In Authorware that is. The workaround is to let the narration being played in a movie-format (e.g. Flash, QuickTime) or make the buttons with sound attached to them in Flash.
Two soundIcons playing concurrently in Authorware is not possible.

How do I two separate sound icons to play concurrently? The second icon always stops the first icon that needs to finish playing. Ex: On the main menu, while the narrator speaks, the cursor may pass over a button that has a sound effect with it. The encountered sound effect always stops the narration. Thanks a ton. Tim Doyle
