A few things:

1) make sure you're running cf 4.5 SP2 2) turn on Log Slow Pages, it's under Logging-Settings See if you can pinpoint which pages are taking too long that will help to figure out the problem. 3) How many hits are you getting? is it possible you've just maxed out the server? 4) Check your web server logs to see if you're being hacked. Look for a lot of requests with the same IP address. 5) Turn on logon/logoff auditing in NT. Then check your NT security events to see if you're being hacked. look for a lot of event ID 529. That means a bad password 6) Try lowering your simultaneous requests to the number of processors on the server. 7) Do you have automatic locking turned on? Turn it off.

Try those.
