right, but I set it for 0 so there is no limit on it at all.

Actually, the default value for the Number of Recipients per Message is 25, but many of us set it higher. For example, this list we're on has about 550 subscribers, and I've got the Number of Recipients per Message set for 1,000, which significantly speeds up delivery.
