The problem was the directory config in IIS for "stats".

Under properties for the Virtual Directory "stats" the Configuration had a bunch of erroneous entries, like: .pl C:\Perl5\bin\nsperl.exe %s .pl C:\Perl5\nsperl .pl C:\Perl5\nsperl %s %s

from me making stupid guesses in the registry, HKEY_LOCAL_MACHINE\...

Weird though that other .pl files would run OK even before I cleaned up the IIS config??!!
