My understanding is that it becomes Wednesday exactly at midnight. The extent of a day thus includes the origin but not the end point, so 12 AM (midnight) is included in the day that follows, even though it is also the end point of Tuesday. If some time very near midnight was in Tuesday it would be written as 11:59 plus some fractional minute. Without a doubt 12:01 AM is in Wednesday.
