Yes, it is absolutely understood as "Tuesday midnight". I can think of these examples that substantiate that but no counter examples:
"... at midnight today ..." would be highly uncommon usage
"... at midnight tonight ..." is a time less than 24 hours in the future
"... at midnight tomorrow ..." is a time between 24 and 48 hours in the future
"... must be done by Tuesday at midnight ..." means you have all of Tuesday to complete it
By the way, this won't be inextricably tied to the use of US-English, will it?
