More speculation: Macromedia and Allaire have been alike in their aim to simplify and speed up web development. Spectra's a good idea and a good product but it's not quite simple or cheap enough to sell to as many people as Dreamweaver, Flash or even ColdFusion. It wouldn't be surprising to see Spectra pushed in that direction or integrated into UltraDev/Studio to hide its complexity.

I also see Spectra functions being benefitial to smaller scale sites in a shared server environment. If ColdFusion could provide Spectra-like services at that level, it would be a boon to all CF developers and a competitive advantage. Spectra's pent up serving only higher end, dedicated server sites as it is.
